Something is legal if the laws of a country or state say that it is allowed to be done. In most countries, it is legal as long as the law does not say it is not allowed to be done. If it is not against the law to do something, than it is legal to do it. Legal means not against the law.

For example, in the United Kingdom, the law says a person must over the age of 16 to buy cigarettes. It is legal for someone who is 17 years old to buy cigarettes. It is illegal (not legal) for a person younger than 16 to buy cigarettes.
