पहिला पाँचवर्षीय योजना कय घोषणा कीहिन। इ योजना कय तीन परधान उद्देश्य रहा - सामूहिक किसानी, भारी उद्योगन कय बनावैक औ नँवा मज़ुरहन समाज कय बनावैक । सरकार सामूहिक किसानी से निकरा अन्न कय एक्ठु निश्चित भाव पय खरीदै औ ट्रैक्टर केराया पय देय । निर्धन औ मद्धिम वर्ग कय किसान इ योजना कय समर्थन किहिन। धनी किसान यकर विरोध किहिन लेकिन ओनकय दबा दिहिन। 1940 ई. में 86% अन्न सामूहिक किसानी से, 12 % सरकारी फार्म से औ खाली 1 % नीजि किसानन कय खेतेम पयदा होय लाग। अइसय लगभग 12 साल में रूस में कृषि में इ क्रांतिकारी बदलाव होइ गवा। उद्योगन कय विकास करै खर्तिन तुर्किस्तान में बिजुली कय पयदा बढ़ाइ गै। नँवा क्रांति कय
