The information below details notices received by the Wikimedia Foundation when search engines intend to indefinitely remove links to Wikipedia articles and other online Wikimedia media content from their results. We have also received removal notices concerning other types of pages, such as discussion and user pages. The number of links removed for each type of page for which we have received removal notices can be found in the table below.

We do not know who requested each removal. Please note that the subject of the affected webpage may not be the individual or organization that made the underlying request -- we believe anyone can request the removal of a webpage from search results.

The community is, as always, free to exercise its editorial discretion and address the referred content as appropriate under community policies and practices.
Search engines do not inform delisted service providers (like us) what search terms we have been delisted for, or the reason for the delisting, so we do not know whether specific changes to the content might affect the delisting.

After a 2023 ruling in a Swedish court (https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=celex:62022CJ0026), Google has stopped informing website owners what pages it has removed from its search results under European “right to be forgotten” rules (https://www.theguardian.com/technology/2024/feb/15/google-stops-notifying-publishers-of-right-to-be-forgotten-removals-from-search-results ). Due to the lack of searchable information, we will not post notices that do not contain URL information, however all notices received will continue to be tallied on the ‘Content removal notices for all wikis’ tables listed in this page.

We are not aware of other search engines' processes or the number of requests they are receiving and granting. Search engines are not required by law to provide notices, so we appreciate the companies who share our commitment to free speech and transparency. Compelled censorship is unacceptable, but compelled censorship without notice is unforgivable.

== Notices received from search engines ==
The information below details notices received by the Wikimedia Foundation when search engines intend to indefinitely remove links to Wikipedia articles and other online Wikimedia media content from their results. We have also received removal notices concerning other types of pages, such as discussion and user pages. The number of links removed for each type of page for which we have received removal notices can be found in the table below.

We do not know who requested each removal. Please note that the subject of the affected webpage may not be the individual or organization that made the underlying request -- we believe anyone can request the removal of a webpage from search results.

The community is, as always, free to exercise its editorial discretion and address the referred content as appropriate under community policies and practices.
Search engines do not inform delisted service providers (like us) what search terms we have been delisted for, or the reason for the delisting, so we do not know whether specific changes to the content might affect the delisting.

After a 2023 ruling in a Swedish court (https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=celex:62022CJ0026), Google has stopped informing website owners what pages it has removed from its search results under European “right to be forgotten” rules (https://www.theguardian.com/technology/2024/feb/15/google-stops-notifying-publishers-of-right-to-be-forgotten-removals-from-search-results ). Due to the lack of searchable information, we will not post notices that do not contain URL information, however all notices received will continue to be tallied on the ‘Content removal notices for all wikis’ tables listed in this page.

We are not aware of other search engines' processes or the number of requests they are receiving and granting. Search engines are not required by law to provide notices, so we appreciate the companies who share our commitment to free speech and transparency. Compelled censorship is unacceptable, but compelled censorship without notice is unforgivable.

== Concerns of uncritically using the Freedom House Index ==

Hi, I'm very concerned that the Freedom House &quot;Internet Freedom Score&quot; is being misused here. This index can't uncritically be used as a proxy for 'risk to editors', and it has a number of components that would be simply irrelevant to assessing risks in releasing data. For example, factors in the index include:

* Do infrastructural limitations restrict access to the internet or the speed and quality of internet connections? (6 points)
* Is access to the internet prohibitively expensive or beyond the reach of certain segments of the population for geographical, social, or other reasons? (3 points)
* Are there legal, regulatory, or economic obstacles that restrict the diversity of service providers? (6 points)
* Does the online information landscape lack diversity and reliability? (4 points)
* Are websites, governmental and private entities, service providers, or individual users subject to widespread hacking and other forms of cyberattack? (3 points)

The measures I've listed, among others, are not useful proxies for the 'level of risk' posed to an editor and should be excluded from consideration. In particular, I'm concerned that using measures that essentially serve as proxies for wealth (cost of internet, density/strength of internet infrastructure, etc.) will mean that WMF-published data will be replicating existing inequalities in digital data representation. Lorenzo Losa, Chair, welcomed everyone and provided an overview of the meeting. After a motion made by Raju Narisetti and seconded by Jimmy Wales, the resolution to update the Product and Technology Committee membership was unanimously approved. 

The Board then met in Executive Session with Bernadette Meehan and Stephen LaPorte attending for portions of the session. 

'''Annual Plan and Budget

Wikimedia Foundation staff presented the Annual Plan. The 2026-2027 Annual Plan has been developed to respond to the major global trends that are affecting the internet and the Wikimedia mission, including declines in pageviews and referral traffic from Google and unprecedented increases in bot traffic.  To respond to these dramatic shifts, the work of the Foundation is described in the Annual Plan around four new goals: 
*Increase our reach: This goal is focused on diversifying traffic beyond traditional search. In response to the significant shifts in internet traffic and search referrals, it is essential to cultivate new forms of direct audience engagement while reducing reliance on any single source of traffic. This approach will strengthen resilience and support a more balanced and sustainable audience strategy.
*Deepen engagement: This goal is about deepening engagement with casual readers and donors. It is also about turning readers into contributors and supporting existing contributors to the Wikimedia projects. In this new landscape, every single visit matters more and every positive contribution matters more than ever. 
*Protect. The protect goal is focused on sustaining and defending the Wikimedia projects. As Wikipedia's volunteers and values face increasing challenges, it is critical to provide volunteers with the safety, legal protections, and support they need. This goal also includes initiatives to safeguard infrastructure against bot abuse and strengthen the product strategy for content reuse, ensuring that reuse generates value for Wikipedia rather than simply directing traffic away from it.
*Enable. The enable goal is designed to build speed and resilience by supporting the people and systems of the Foundation. It covers the ongoing work across the Foundation, including fundraising, people processes, finance and administration, and work to support developers, systems and technical infrastructure.

The June Board meeting also included a review of the 2026-2027 budget. This year’s budget is set for expenses at $240M and revenue at $230M, while also modelling additional higher and lower revenue scenarios due to the shifts in page views. The budget would use up to $10M from the reserve if the Foundation does not reach a higher revenue scenario. The reserve will remain in line with best practices and the Board-approved target of 12 to 18 months of operating expenses - targeted to end the year at 15.0 months. 

The Board provided reflections on the Annual Plan and had previously provided input at the March meeting and asynchronously. Kathy Collins, Vice Chair, reviewed some of the reflections of the Board. The annual plan and budget were also reviewed by the Audit Committee.

After a motion made by Victoria Doronina and seconded by Maciej Nadzikiewicz, the Board unanimously approved the Wikimedia Foundation 2026-2027 Annual Plan and Budget.

Maciej provided an update on the work the Governance Committee has done regarding Board Elections reform since the March meeting. Maciej and Kathy will share a proposal for revised eligibility criteria with the full Board. The criteria will be published in advance of the July session at Wikimania on this topic. 

Victoria Doronina provided a brief overview of the role of the Human Rights liaisons. The Liaisons serve as a point of contact to the Human Rights team at the Foundation and the Board and provide insight and guidance when needed.
