Suppression of Solar Building-Integrated Photovoltaics [BI-PV] from the mainstream market.

The cover of the book features the 30,000 SF BI-PV solar roof on the Georgetown University Intercultural Center in Washington, DC This solar roof was completed in 1984 and it generates a Megawatt hour on the average daily in the dense urban milieu of the United States capital city. To clarify the three types of solar energy, I refer to them as My Three Suns: (1) passive solar = windows, skylights and heat collectors (2) solar thermal = heats water for hot water heaters, pools, showers, steam generators, etc. (3) active solar = photovoltaics which is a silicon semiconductor that generates electricity from the light of the sun. Building-Integrated Photovoltaics [BI-PV] are solar building materials.
There is a growing concern globally about fossil fuel market power, pollution and related wars. Depletion and global warming are other challenges with present energy consumption habits. Many have expressed their concern that no one seems to be doing anything about this problem. It is my theory that the problem is not apathy as much as it is lack of understanding of the perimeters of the problem and out present in ability to evaluate and redirect the massive vacuum of energy commerce. Instead of this revealing extreme control, what it clearly reveals is that the energy industry is out of control. Most everyone is a party to this problem where they use electricity. Where the massive reality of the vacuum of commerce is borne upon the shoulders of all electricity consumers, then there is a much greater likelihood of consequential and successful intervention.
Many including some Americans claim Americans are irresponsible and uncaring allegedly because we are not using more sustainable energy choices. The increased use of fossil fuels is an international problem of substantial proportions. During the last fourteen years, as founder and CEO of the SOLAR DEVELOPMENT COOPERATIVE 'Lighting the Way With Creation's Original Remedy' I have found that numerous people are very concerned about the condition of energy commerce in America and around the world. I have met thousands of people in the United States from primary school children to energy cartel and utility CEOs that are very concerned about the extreme challenges of our present and increasing use of remote-site fossil, nuclear and large hydro technologies for over 99% of the electricity generated in the world. During Energy Crisis ca. 1970, Earth Day was established which has evolved numerous local, regional, statewide, national and global events to further consumer knowledge about the energy sources we use, the challenges of these habits and what sustainable choices that could be used alternatively.
Despite the increasing awareness, instead of our consumption habits changing dramatically with Earth Day, coal consumption doubled in the United States from 1974 to 2004 to over 55% of the electricity consumed by Americans. In 2004, $200 million a year to the year 2012 was legislated for new coal deployment activities under the guise of 'clean coal' funding. Even where remote-site electricity generation plants are professed prime terrorist targets, in 2005, five new billion dollar coal plants were preliminarily approved for construction in Kansas in extremely controlled and suppressive decision-making processes. A new coal plant proposed for Kansas City Power & Light initiated a related energy agency proceedings before the Kansas Corporation Commission docket number: 04-KCPE-1025-GIE. KCC is the agency charged with regulating Kansas utilities.
Each energy agency proceeding or decision-making process is given a name or docket number. Since the advent of the Internet, economic access to energy agency decision-making has increased. In the last five years, most states around the nation have begun to post official documents filed in their active proceedings on the Internet. As founder & CEO of the SOLAR DEVELOPMENT COOPERATIVE I was one of the first parties in the world to be allowed to serve the 300 people to an energy agency proceeding via e-mail. While Energy Agency Proceedings have always alllegeldy been structured around public hearings, the Erin Brockovich Story a true story movie released in 2000 revealed the oppressive and inaccessible venue of the California Public Utilities Commission [CPUC] which is one of the most progressive energy agencies in the United States of America. It regulates one of the most powerful energy industry markets in the world with over 20 million consumers. Consumers can now monitor energy agency proceedings on a daily or weekly basis, discuss related documents and officially intervene with service of verified documents e-mailed to participants. Economic consumer consensus in energy decisions is now possible.
If it had not been for the Internet and E-mail, I might never have discovered the Kansas City Power & Light proceeding until after the coal plant was built. Now it is possible, per the involvement of even twenty to one hundred consumers to redirect KCP&L toward demand-site renewable BI-PV generation resource plan instead. The sad fact that is that some of the direct testimony by a KCP&L engineer John Grimwade was extremely fraudulent to the extent of being criminal fraud.
At first glance his statement that there is not enough sunshine in Kansas to effectively use solar energy sounds so absurd that even a primary school student might think he was joking. If the impact of the testimony was not so dramatic effecting billions of dollars in energy industry funding, we would might just laugh instead of appropriately demanding he either retract the statement and allow an evidentiary hearing to clarify the matter. On June 21, this is exactly what I did as founder & CEO of the SOLAR DEVELOPMENT COOPERATIVE in my Petition to Intervene.
Where KCP&L objected to my Petition to Intervene, there are now grounds for conviction of Grimwade with reprimands against KCP&L who are responsible for this malicious criminal fraud. While that sounds extreme, their crime is similar to crimes committed by the former Westar CEO David Wittig and Former Chief Strategic Officer Douglas Lake, but in some ways it is worse, because they are not only fraudulently misappropriating over a billion of KCP&L resources via ratepayer increases of 20%, but other utilities are relying on KCP&L's credibility to tell the truth and appropriately pursue full evidentiary discovery of market matters that will effect their Resource Plan. Discovery of potential impacts on the KCP&L resource Plan is in fact, what the KCP&L proceeding is allegedly about. Where solar BI-PV energy has grown from 1,000 buildings worldwide in 1992 to over a $4 billion industry worldwide, coupled with increased pollution controls and market power diversions to reduce war and destruction; it is obvious that demand-site solar BI-PV will dramatically effect KCP&L's resource plan for an already risky coal plant venture. Where KCP&L ratepayers are the prime financier and related Contributions in Aid of Construction [CIAC] is being proposed as a financial mechanism to protect KCP&L's credit with cash infusions for non-proformance or for any market or business condition that could effect KCP&L credit; the ratepayers are put at extreme risk by KCP&L's fraudulent comments related to solar energy. KCP&L is already demanding a 20% increase in rates.
The recent blackout in Los Angeles is alleged to have been initiated due to a dispute in a rate hearing for electric pricing. Consumers must reduce our dependency on remote-site electricity generation with at least 10% demand-site or Distributed Generation [DG] non-polluting solar BI-PV by the year 2015. This is not only a consumer matter, but a national security issue.
"Westar has Little to Say About Former CEO's Conviction AP
Westar Energy has little to say about the convictions of two former executives on federal fraud charges.
A jury convicted former Chief Executive Officer David Wittig on 39 counts. Former Chief Strategic Officer Douglas Lake was found guilty on 30 counts.
Spokeswoman Karla Olsen said Westar officials were following the two men's trial and would continue to watch the case.
But she said the company had no other reaction, other than to note that both Wittig and Lake left late in 2002.
After that, Westar abandoned Wittig's strategy of diversifying the company, by selling off non-utility assets and reducing its debt.
Westar is the state's largest electric utility, with 659,000 customers."

Where 95% of the Photovoltaic manufacturing has been taken over and controlled by four oil cartels worldwide since the 1984 takeover of the Solarex Corporation by Amoco Oil, competitive market evolution is not possible with for-profit business structures until at least 10% of the energy industry market is dominated by DG BI-PV solar electricity. This week after reading through the many news reports from Louisiana including a report from the minister that spoke this morning, we are proposing to expand the 1,000 MWp resource to double by installing 100 MWp a year BI-PV for the next ten years to aid in the rebuilding of New Orleans and related cities devestated by Hurricane Katrina.
For this transformeration [new word] to take place across the nation, consumers must unite via Neighborhood Energy Watch Solution Groups to monitor energy agency proceedings with groups of consumers instead of the traditional, but erroded intervention strategy of consumer groups. Many of the consumer groups are being paid $100 to $350 an hour to allow suppression in related decisions. Truly, this is not a problem that can be transformed from within government or industry without the responsible monitoring and intervention of a large number of consumers. How could it. The massive vacuum of energy commerce is so powerful that whenever transformeration begins from within it is challenged and replaced by the flow of existing commerce patterns.
